In 1912 the then k.k. priv. Südbahn-Gesellschaft ordered a tender locomotive for heavy passenger service to replace the class 229 locomotives that were no longer powerful enough. In response, the locomotive works of the State Railway Company developed the hot steam class 629, the world's first tender locomotive with the Pacific 2'C1' wheel arrangement. The first 629 was delivered to the Südbahn Company in 1913, and 14 more followed in three delivery series over the next two years. The outstandingly positive experience with this class prompted the Imperial Royal State Railways to purchase 25 almost identical locomotives by the end of the monarchy in 1918.
Fifteen Südbahn locomotives and ten units of the Imperial State Railways remained in Austria after the First World War. Fifteen units were assigned to the newly established CSD, which designated them as 354.121 to 354.135.
