To meet the demand for heavy shunting locomotives, the DR (Deutsche Reichsbahn) ordered 37 units from LEW Henningsdorf in the late 1970s. LEW had already developed such locomotives for export. Produced in three batches between 1981 and 1983, the locomotives featured the proven 1,000 hp engine, but a gearbox with a modified ratio, similar to the early V 100 locomotives. Consequently, their top speed was only 65 km/h. A ballast weight was installed in place of the boiler. Like all DR shunting locomotives, these locomotives were painted orange and yellow. For the safety of shunting personnel during operation, railings were fitted to the front ends of these locomotives.
